Hemayati Experimental Link to ADP Operations Room Inaugurated

The MoI Child Protection Center has announced the inauguration of the experimental electronic link of the “Hemayati” application, which enhances children’s safety and provides them with necessary security, to the Central Operations Room at Abu Dhabi Police GHQ. This step, which will go on for two months, will be made in collaboration with the Directorate General of Central Operations at Abu Dhabi Police GHQ. It will also be followed by linking the application with other operation rooms across the UAE in the future.

Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior and Chairman of the Higher Committee for Child Protection at the Ministry of Interior, said that the “Hemayati” application is a manifestation of the higher leadership’s directions regarding joint efforts to enhance children’s safety and providing them with the necessary protection.

He also added that the application enables children to send an SOS notification to their parents, should they feel that they are in danger. After notifying the parents of the danger, they can then notify the Operation Room about the SOS notification with a single click. It also enables the police to keep in constant contact with the families and their children in order to deal with the “Smart SOS” as notifications of the highest priority. It also enables the police to respond to emergencies within four minutes.

Major General Al Nuaimi noted that the “Hemayati” Program is also a practical translation of the UAE’s “national agenda” for the next seven years. It deals with security issues and hard work that aims to make the UAE one of the safest places in the world by achieving a total sense of security. Based on this “national agenda”, the application personifies the MoI’s efforts of improving the smart interactive procedures and services that are available via mobile phones.

Furthermore, Major General Al Nuaimi explained that the activation of the “Hemayati” system and the ongoing development comes as a response to the requests of parents wishing to know the whereabouts of their children. It also creates a safety net to improve the safety of a very important category in society; children. He also clarified that present and future signs indicate that an increasing amount of challenges are faced by innocent children. For this reason, protecting children against these challenges should be our number one priority, and should be focused on with all efforts and capabilities.

For his part, Major General Ahmed Nasser Al Raisi, Director General of Central Operations at Abu Dhabi Police, reiterated the MoI’s keenness of overcoming all obstacles according to the best and advanced international standards, in order to keep up with recent developments. He also pointed out that the MoI Child Protection Center, in collaboration with the Directorate General of Central Operations at Abu Dhabi Police is activating this service on trial basis for a period of two months. Additionally, Major General Al Raisi explained that the application is exceptional for its safety features, as it is used privately. The “Hemayati” application helps parents by providing sufficient information about their children’s whereabouts and notifies them if they are in any dangerous situations. It also helps the competent authorities by reducing the time needed to provide assistance in such situations.

Commenting on the same subject, Brigadier Eng. Hussein Ahmed Al Harithi, Director of Traffic and Patrols Directorate and Chairman of the Executive Committee of School Transportation in the Emirate of Abu Dhabi, noted that the “Hemayati” application will develop standards for school transportation. “It will be a key enabler to some relevant projects, which are being developed by the committee within an integrated system that includes the bus, the driver, the infrastructure, the smart systems, the legislative structure, and awareness,” added Al Harithi.

Lieutenant Colonel Faisal Mohammed Al Shammari, Director of the Child Protection Center at the Ministry of Interior and Chairman of the Technical Subcommittee, said that the application sends an automatic alert to the parents, should their child fail to reach a specific destination on time. Family members can communicate with each other by clicking on the picture of one of the family members on the map, and their name and their last known location appears. They can also call each other, send messages, and request each other’s locations.

Lieutenant Colonel Nasser Al Maskari, Head of Operations at the Directorate General of Central Operations at Abu Dhabi Police GHQ, said that the Operation Room is working all day to serve citizens and residents according to the Abu Dhabi Police GHQ’s initiative that aims to improve the response time and measure efficiency. The application helps in minimizing the time and efforts needed to reach the locations that parents send in response to their children’s SOS notifications, should they feel that they are in a dangerous situation. He stressed that the “Hemayati” application features sufficient information for the parents about their children. This information also allows the Operation Room to communicate and reach the children in no time. A comprehensive study is now underway to develop the service and link it to the Systems of Command Control Center. Lieutenant Colonel Al Maskari urged the public not to misuse the service and notify the Operation Room of emergencies only.

Lieutenant Colonel Mohsen Saleh Al Yafe’i, Deputy Head of the Central Operations Department, commended the role of the “Hemayati” application in enabling children to communicate with their parents, should they feel in danger. Parents can notify the police about their situation after they have contacted their children and confirmed the dangerous situation. By clicking the designated button, the Operations Room will receive a notification, the SOS request, and the other details concerning the child. After that, the Operation Room notifies the closest police patrol in the area, and dispatches it so that it reaches the child as soon as possible.

Lieutenant Colonel Nasser Khadem Al Kaabi, Head of Customer Service Department at the Ministry of Interior, said that the “Hemayati” application reflects the MoI’s interest and commitment to developing and enhancing its services, in addition to its delivery channels. The MoI adopts the best international standards and practices to improve the efficiency of the e-services that are provided for its customers; the MoI is keen on providing customer satisfaction and happiness that goes beyond their expectations. He noted that the application focuses on meeting the standards set by the Emirates Government Excellence Program, in addition to the International Customer Service Institute’s standards. Both aim to develop the provided services and the services on trial, in order to provide the ultimate benefits provided by modern technologies on smartphones. This utilization works on enhancing children’s safety and security measures by implementing the best practices.

Capitan Abdullah Al Falahi, Head of the Technical Affairs Branch at the Central Operations Directorate General, highlighted the important role that the police leaderships play in providing technological and technical support to simplify the work at the Operations Rooms through various software and applications. He mentioned the collaboration with the principals of the MoI Child Protection Center to complete a successful experimental link at the Central Operations Room. The cooperation with the MoI Child Protection Center also includes training the staff members on using the system and dealing with it, according to the changing work requirements at the Operations Room. The training should help in providing a comprehensive data base that helps the staff in the Operations Room deal easily with the notifications that are sent through the “Hemayati” application.
