MoI Launches its Second Program to Sponsor Creative Individuals and Innovation
Honoring Creative Staff Members and Motivating further Innovation

Major General Al Nuaimi: Strengthening National Capabilities within the Development System
Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, launched the second program to sponsor creative individuals and innovation at the Ministry of Interior. The announcement was made during the ceremony held to celebrate the graduation of 20 creative individuals of the Ministry’s staff members who have completed the requirements of the first Creativity Development Program, organized by the Leadership Development and Creativity Center at the Ministry of Interior.
The Secretary General stressed that by adopting the concept of innovation, the UAE government seeks to reap the benefits of the national capacities to conduct business and to provide better service. “The Ministry of Interior fosters creativity and innovation, and endeavors to develop leaders who are keen to improve their potential in a bid to move the process of developing police work forward. It also strives to further propel the march of development within the various areas of the country,” he said.
The ceremony took place Tuesday at the Forensic Evidence Hall at Abu Dhabi Police and was attended by a number of police leaders and senior officers of the Ministry of Interior.
Major General Dr. Al Nuaimi pointed out that “the graduation of these creative individuals boosts creativity and excellence at the Ministry of Interior, the founder of the Leadership Development and Creativity Center, and complement our journey towards excellence. These graduates are a prime example of the objectives of the MoI to raise the capability and efficiency of its personnel in accordance with the integrated system.”
Furthermore, Major General Dr. Al Nuaimi urged the graduates and the MoI staff members to continue seeking opportunities for creativity and excellence in order to keep up with the latest developments and modernization. Such steps will additionally preserve the gains of excellence, which contributes to strengthening the leadership of the MoI in police work on an international level.
The ceremony also included honoring the leaders for their contributions in implementing the work of the first Creativity Development Program. The honorees include: Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of Interior for Resources and Support Services at the Ministry of Interior; Major General Khalil Dawood Badran, Director General of Finance and Services at the Abu Dhabi Police; Major General Dr. Abdul Quddous Abdul Razzaq Al Obaidly, Assistant Director General of Total Quality at Dubai Police; Major General Humaid Al Hadidi, Commander-in-Chief of Sharjah Police; Major General Rashid Thani Al Matroushi, Civil Defense Acting General Commander-in-Chief; Brigadier Ahmad bin Ghanem Al Ka’bi, Commander-in-Chief of Fujairah Police; Brigadier Sheikh Sultan Abdullah Al Nuaimi, Acting Commander-in-Chief of Ajman Police; Brigadier Ghaith Hassan Al Zaabi, Director General of Traffic Coordination Directorate General; Brigadier Hamad Adeel Al Shamesi, Director General of Correctional and Punitive Establishments; and Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General at the General Secretariat of the Office of H.H Deputy Prime Minister and Minister of Interior.
Colonel Dr. Ahmed Al Noman delivered a speech on behalf of the graduates expressing their heartfelt thanks and sincere appreciation to the police leadership for sponsoring the creative individuals of the police staff members in an effort to further develop services and raise the standards of quality, excellence, and global competitiveness.
He said that the success of the institutions depends on their leaders. “The Ministry of Interior is one of the first government entities to care for individuals who are creative and innovative, and this has been exemplified through the Ministry’s various plans, initiatives and projects,” he said. Adding further, he stressed the readiness of the creativity team to submit ideas and solutions that further contribute to the development of the Ministry of Interior’s services.
On the same note, Lt. Colonel Saif Hamid Al Dir’e, Director of the Leadership Development and Creativity Center, indicated that the program aims to achieve the Ministry’s strategic objectives. The project additionally implements the standards of institutional excellence, nurtures creative competition amongst employees, supports creative individuals, retains the staff members who exhibit creative and distinguish skills, and provides an environment that stimulates and encourages creativity.
The creative employees have completed the requirements of the program after having been selected, and developed their creative capabilities and presented various programs. The creative individuals are: Colonel Dr. Ahmed Abdul Rahman Al Noman; Lt. Colonel Adil Abdullah Al Shamesi; Lt. Colonel Naji Mohammed Al Hamadi; Lt. Colonel Ahmed Abdul Aziz Mohammed; Major Salem Ali Hleis; Major Raed Obaid Mohammed Al Zaabi; Major Abdullah Mohammed Al Sammahi; Major Khalid Rashid Al Zayoudi; Captain Sultan Ismail Al Zaabi; First Lieutenant Faissal Khalfan Al Yaqoubi; First Lieutenant Noura Mohammed Suhail Al Ketbi; Lieutenant Ahmed Abdullah Al Yammahi; Lieutenant Mona Adnan Bukisha; First Warrant Officer Issa Abdul Rahim Al Zarooni; First Warrant Officer Mohammed Abdullah Suleiman; Warrant Officer Abdullah Abdulsamad Abu Hindi; Sergeant Mohammed Suleiman Ali; Civil Engineer Aisha Abdullah Al Murashda; Head administrator Youssef Ahmed Al Tamimi; and Statistician Widad Saeed Dahmash.
Listing the content of the program, Lieutenant Colonel Al Dir’e said the program includes training in the fields of developing and building creative capacities; meeting with police and academic lecturers to transfer knowledge and expertise; reviewing the best creative practices through internal and external trips; and presenting new innovative projects. Upon completing all requirements, graduates will become members of the Creativity Club at the Leadership Development and Creativity Center.
Lieutenant Colonel Al Dir’e identified the conditions of nomination by stating that the candidate should be from the winners of the Director General Award, fulfill the suggested requirements per each sector, pass the requirements of the assessment center, and be committed to regularly attend and pass all courses and meetings.
“There has been a rise in the program’s success indicators, with a satisfaction rate of 97 percent of the participants in the training programs. The projects submitted by the participants received an average evaluation of 3.6 out of 5, with additional appraisals and recommendations for investments from the 2 THINK Creative Institute in Australia,” he said.
Major General Al Nuaimi honored the creative individuals and participants in the activities of the ceremony. He honored the officers in recognition for their efforts in delivering lectures based on several topics in the program, and honored the departments that were involved in the implementation of the program.
