Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, has emphasized that the UAE is fortunate to have a leader such as His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, assisted by his brother, His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai and their brethren, their Highnesses Supreme Council Members and Rulers of the Emirates. He lauded their ambitious strategic visions aimed at boosting the nation’s progress and the pride of its citizens; in addition to their unlimited support to pursue further excellence and enhance the standard of public services to the best levels.
These remarks were made by His Highness in his address during the ceremony held by the Ministry of Interior on Monday evening, to honor the hosts, participants and media speakers of the legal Ramadan Councils recently organized by the General Secretariat of the Office of H.H Deputy Prime Minister & Minister of Interior across the State.
During the ceremony, His Highness awarded the Medal of Community Service to the honorees. This kind gesture comes in recognition of the national constructive role played by the hosts, as well as the elite media and cultural figures who led the debates. HH commended the open societal topics tackled by these Councils, and their resulting proposals and recommendations.
"Serving the homeland and preserving the public interest is a civilized value, an obligation and a responsibility that every individual should assume, regardless of his race or religion," HH concluded.
The ceremony began with the national anthem, followed by recitations from the Holy Quran. Master of Ceremonies, media figure Haitham Al Hammadi expressed his thanks and appreciation for the kind patronage and attendance of His Highness. Moreover, he praised the participants’ role in extending the bridges of cooperation and culture with community members; based on the fact that acquainting individuals with the laws that apply to them makes them more efficient and contributory to achieve their security and the security of others.
Al Hammadi said: “The Ministry of Interior is privileged to be led by an enlightened leader, determined to boost and encourage urbanization, modernization and openness. This has contributed to making the ministry a leading entity, which endeavors to meet the requirements of community members and to gain their confidence by every means possible. Hence the initiative to organize these legal Ramadan Councils, which amounted to 37 councils, marked by the topics raised and the openness and transparency of the debates. These councils, which attracted more than 2,500 individuals of all age groups, yielded more than 30 recommendations, aimed at advancing society and its citizens. "
For his part, Lieutenant Colonel Dr. Salah Obeid Al Ghoul, Director of Law Respect Culture Bureau, paid homage in his speech to the founding father of the UAE the late Sheikh Zayed bin Sultan Al Nahyan. He recollected his deeds and his keenness to build educated generations as a guarantee for a prosperous future. Furthermore, he emphasized that His Highness, Head of the State, and his brethren, Their Highnesses Supreme Council Members and Rulers of the Emirates are following in the footsteps of the founding father, by pursuing this approach.
The attendees watched a documentary film, shedding light on the uniqueness of these people-oriented councils, which were established since the dawn of time between rulers of the state and their subjects. It also highlighted the UAE’s strong commitment to maintain the ancient Arab norms and traditions, which takes no account of the barriers between superiors and subordinates. The documentary film also reviewed the most prominent debates and topics that took place during these Ramadan Councils.

Ramadan Tour by His Highness Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior attended an Iftar banquet organized in the occasion. His Highness welcomed invitees and had friendly exchanges with them on various topics. His Highness also had a discussion with an elite group of Emirati women who shed light on topics of interest to women and ways to promote its effective participation in the various aspects of public affairs.
Legal Ramadan Councils in Brief:
It was decided to organize the Ramadan Councils in the homes of citizens, following the instructions issued by HH Sheikh Saif, in order to be closer to citizens, to identify their views and recommendations and submit them to the leaders.
The Ramadan Councils geographically covered all the country, as they were held across the seven Emirates. Within the respective emirates, the councils covered the entire geographic areas across the Emirate. In Abu Dhabi, the Western Region, Al Ain and the Capital Police Stations hosted several Ramadan Councils; as well as in the other Emirates.
The Ramadan Councils targeted the largest possible segment of the UAE society. Various targeted councils for men, women, people with special needs and juveniles were held across the country.
The Ramadan Councils tackled social, media and legal topics, highlighting the role of the media, educational, sports, and cultural institutions in supporting the concept of law respect culture. Each particular council highlighted one of the legal topics constantly raised in the community; notably social media, freedom of expression and the impact of athletes on young people.
A total of 37 Councils were held, and attended by more than 2,500 people. These Councils yielded more than 30 recommendations including:
Holding legal councils throughout the year; not just during the month of Ramadan.
Including the law respect culture in the State’s educational system, commensurate with each age group.
Proclaiming a national day for the law respect culture.
Establishing Elders’ Councils to solve youth problems.
Imposing a fine on students’ parents who deliberately fail to attend parents’ meetings; and activate parents’ councils in schools to solve students’ problems.
Enhancing cooperation between the Ministries of Interior and education to organize awareness-raising campaigns for students
Interacting with poets and encouraging them to compose creative poems that promote good morals and the need to abide by the law.
Organizing educational and training courses for the administrative and technical staff in the sports clubs to acquaint them with the law respect culture.
Developing electronic programs (via smart phones) to educate the public on the law respect culture.
Promoting the concept of social responsibility and the culture of volunteer work.
Cooperating with the Ministry of Endowments and Islamic Affairs to promote the law respect culture through Friday sermons.
Establishing a mechanism to survey people’s opinions about the pros and cons of an enacted law after implementation in order to identify and amend possible shortcomings. It is noteworthy that the media is best means to assess the opinion of people, and to submit the shortcomings of the law to officials.
Submitting law drafts for debate between people in the media, before passing or approving them so that they can be reviewed by community members.
Recommendations submitted by Children who attended the Councils:
Holding an annual conference to tackle the issues of Emirati children under the patronage of His Highness the Minister of Interior.
Paying attention to the Arabic language and Islamic studies through educational curricula.
Creating a TV channel for children, to tackle their issues and the laws related to their protection; and to educate them scientifically, commensurate with their age groups:
