“Sahel” Machine Renews Vehicle Licenses and Issues Replacements


It Offers Various ADP Licensing Services Electronically

The self-service e-payment machine available at the Vehicles and Drivers Licensing Department of Abu Dhabi Police enables citizens and residents to complete the procedures of renewing their vehicle registrations, pay fines and issue a replacement for lost or damaged registration cards in just two minutes. This announcement was made by Colonel Anwar Abdullah Al Mulla, Head of the Information and Communication Technology (ICT) Department of Abu Dhabi Police. Colonel Al Mulla revealed that the department is considering making the “Sahel” e-payment machine available to government and private entities wishing to make the services provided by the machine accessible to their employees at their work place in order to save time and effort. “The ‘Sahel’ machine underwent a trial period to ensure the accuracy of the registration procedures and the safety of the operations that has been activated to provide services to individuals,” noted Colonel Al Mulla. Furthermore, Colonel Al Mulla stressed that Abu Dhabi Police is committed to providing outstanding services for citizens and residents, enabling them to obtain services easily, through the website or through e-Payment machines, like the “Sahel” machine. “Abu Dhabi Police is implementing global excellence standards to improve the quality of services by introducing a range of state-of-the-art technologies to the service,” Colonel Al Mulla pointed out.

He added: “The ‘Sahel’ machine is the first of its kind in the Middle East. Globally, it is called the self-service terminal (SST) or station. It is a fast, round-the-clock customer service terminal, equipped with sophisticated and secure electronic features designed to protect users’ data.  It provides several secure methods of payment that allow customers to pay fines via credit cards; as well as to inquire about the Vehicles and Drivers Licensing Department’s various transactions.”

Completion of Transaction

Colonel Al Mulla gave more details about the machine, which is characterized by speed, accuracy, and ease of processing vehicle registrations, fine payments, and issuing replacements for lost or damaged registration cards in less than two minutes. “This will be done by inserting the ID card in the machine to read the customer’s data saved on the card’s chip. The customer’s information is shown, including a list of the vehicles registered under his/her name. The customer chooses the vehicle and starts the process,” explained Colonel Al Mulla.

Colonel Al Mulla said that the customer can only use these services after inspecting the technical condition of the vehicle, its status, the existence of an insurance policy, and the absence of any traffic violations. The machine will generate the new registration card, along with a receipt for the sum paid and duplicates of the registration certificate or renewal sticker.

Colonel Al Mulla reiterated that the “Sahel” service is user-friendly, thanks to the touch-sensitive screens and server locator. The system provides a complete set of electronic services that allows customers to renew their vehicles’ registration, pay fines, issue replacements for lost or damaged registration cards, and inquire about the procedures for vehicles and drivers licensing services. Through the machines, people can obtain the addresses and telephone numbers of police stations in the Emirate of Abu Dhabi, file complaints, or submit suggestions. The machines also offer interactive maps, names and pharmacy rotation schedule, and weather forecast.

Security Level

Colonel Barakat Yacoub Al Kindi, Deputy Head of the ICT Department of Abu Dhabi Police, noted that paying fees with the “Sahel” machine is a quick and secure process.  “The machine is safe and easy to use. It provides the necessary information on vehicles and registration cards. It completes transactions in no time and saves time and effort for customers. It embodies the Abu Dhabi Police’s strategy and the Abu Dhabi Government’s vision for 2030, which aims to further develop and improve the ICT Department’s services by implementing the best international practices, and leverage them so as to offer the best services to customers.”

Services Phases

For his part, Captain Mohammed Khamis Al Junaibi, Design and Programming Branch Manager at the ICT Department of Abu Dhabi Police, noted that the self-service device provides general information about the services provided to the public, and the requirements for obtaining these services. “The department is working to add new services to the ‘Sahel’ machine so as to meet the requirements and needs of customers,” revealed Captain Al Junaibi.

Al Junaibi also explained the step-by-step instructions involved when using the machine. One must insert their ID card in to the machine, choosing the specific vehicle and making sure that all the terms for completing the transaction are available, including valid insurance, a technical inspection, vehicle records, and violation checks. The customer can then insert their credit card and obtain their receipt for the sum paid, the registration sticker, and the registration card.

As for inquiring and paying fines, this is done through inserting the traffic code, and then selecting the violation fees that need to be paid. The customer inserts his credit card, receives a receipt for the sum paid, pulls his card out and exits.
