President Clinton Addresses Healthcare Leaders to Cap World Patient Safety, Science & Technology Summit

Humanitarian Awards Presented to UK Health Secretary and Parrish Medical Center VP for Recent Efforts to Improve Patient Safety

That was one of many questions answered as the 42nd President of the United States met with healthcare leaders at the 6th Annual World Patient Safety, Science & Technology Summit, Co-Convened by European Society of Anaesthesiology. President Clinton’s captivating keynote and a special humanitarian award presented to UK Health Secretary, Jeremy Hunt, and VP of Nursing of Parish Medical, Edwin Loftin, were among the highlights at Day two of the World Patient Safety, Science & Technology Summit.

Medical experts, CEOs and patient advocates gathered to tackle the latest challenges in patient safety. Featured panels discussed reducing the growing number of unnecessary C-section births, eliminating infant deaths and how the future of healthcare technology certainly means interoperability of medical devices and information systems to prevent medical error.

PRESIDENT CLINTON DELIVERS KEYNOTE

Entering the room to a raucous standing ovation, President Clinton asked those assembled to focus on the sum of their collective efforts to eliminate preventable deaths in hospitals which could promise a better future for many generations.

He encouraged everyone in all aspects of the healthcare field, from CEOs to medical experts and patient advocates, to focus on the results of their efforts stating, “Everything we do gains more meaning when we give the simple gift of one more day to other people.”

Adding upon the messaging of the World Health Organization’s Director-General, Dr. Tedros, President Clinton encouraged attendees to continue the serious work of eliminating preventable harm and begin focusing on helping the movement spread into the developing world. Before ending his keynote, the President sat down for an onstage Question and Answer Session with Patient Safety Movement Foundation Founder, Joe Kiani. He discussed the state of the US Healthcare Industry, Insurance companies and even what he would do as President.

“I think the healthcare budget should be organized around the biggest problems and the biggest opportunities,” explained President Clinton. “We’ve made some progress in this but if we look at other healthcare budgets, Medicare, Medicaid and the VA, they are largely organized to serve the street population. On the surface, that’s good. But if you know you’re missing the larger opportunities, for example, in premature hospital deaths, then I think we should do that.”

ANAESTHESIOLOGY LEADS THE WAY

Summit co-convener, the European Society of Anaesthesiology, President Stefan de Hert opened day two with an examination of perioperative safety. The field of anaesthesiology has experienced radical increases in patient safety. Over the last 25 years, anaesthesia-related deaths have decreased from 1 per 5,000 to 1 per 300,000! Prof. De Hert underscored safety in the field and the critical role of anaesthesiologists in perioperative care.

To reach the highest safety standards, Prof. De Hert stressed the importance of customized care and the need for adequate financial and human resources in providing practical tools. Prof. De Hert used the ESA - EBA Helsinki Declaration on Patient Safety in Anaesthesiology as the shared European view of what is necessary to improve patient safety and recommended practical steps that all anaesthesiologists can include in their practice.

RT. HON. JEREMY HUNT AND EDWIN LOFTIN AWARDED PATIENT SAFETY’S HUMANITARIAN AWARDS

Day Two concluded with the presentation of the annual Humanitarian Awards given to those who have done the most recently in the area of patient safety. This year, the awards honored the memory of Beau Biden and Steven Moreau for their impact on and devotion to public service.

As Attorney General of Delaware and as a Member of the Army National Guard, Beau Biden devoted his life to public service. As Attorney General, Beau dedicated himself to the safety of others, especially children. In his honor, the first Beau Biden Humanitarian Award was presented to Rt. Hon. Jeremy Hunt. Secretary Hunt has proven that patient safety is at the center of his work. He has created patient safety laws that are leading the world in eliminating preventable deaths in NHS hospitals and has set an example to the world.

“Since 2013, Jeremy Hunt has worked tirelessly to improve patient safety and develop a culture of openness and transparency in the National Health Service. Under Secretary Hunt’s leadership - the NHS in England became the first healthcare system to report and publish the number of preventable deaths by individual hospitals on a quarterly basis - and then publish key learning and improvements made to eliminate preventable deaths on an annual basis. His work in implementing independent investigations of medical errors include elements of the CANDOR program as developed by the Agency for Healthcare Research & Quality (AHRQ) which has been proven to reduce serious patient safety events by about 65%,” said Joe Kiani, Founder and Chairman of the Patient Safety Movement Foundation.

Mr. Kiani continued, “In 2017, Secretary Hunt championed a bill which for the first time, established a fully independent investigations body that seeks to find answers in the event of a medical error instead of laying blame. The second humanitarian award given was given in the name of Steven Moreau, the late CEO of St. Joseph’s Hospital in Orange and a Board Member of the Patient Safety Movement Foundation. Steve dedicated himself to helping others whether it was through work or gifts of time. He was responsible for leading the development of their renowned centers of excellence in cancer, heart and vascular, orthopedics, and was an unrelenting advocate for eliminating preventable harm in hospitals. The first Steven Moreau Humanitarian Award was presented to Edwin Loftin, VP of Nursing at Parrish Medical Center in Florida.

“Edwin first became involved with the Patient Safety Movement in 2016, and when he did, he and Parrish Medical Center, joined with great enthusiasm. At the time, Parrish made so many commitments to implement processes that were proven to reduce medical error that our staff believed it was an error. Hospital Quality Institute, California Hospital Association & Patient Safety Movement Foundation Form Partnership to Enhance Patient Safety Data Transparency

(BUSINESS WIRE) -- The Hospital Quality Institute (HQI), the California Hospital Association and the Patient Safety Movement Foundation (PSMF) have formed a partnership to accelerate the reduction of medical errors and eliminate preventable patient deaths in hospitals across the Golden State.

The central focus of the partnership will be an innovative, publicly available digital dashboard that will provide timely hospital patient safety data to hospitals, clinicians and consumers alike. Unlike other patient safety tracking systems, which typically rely on data that is up to two years old, the data available on the digital dashboard will be updated regularly and posted on the websites of participating hospitals.

“Patients and the public will be able to access important, up-to-date information on the continuous improvement of patient care provided by California hospitals,” said Julie Morath, HQI President and CEO.

According to Morath, five quality of care measures – central line-associated blood stream infections (CLABSI); surgical site infections; C-section birth rates; sepsis mortality rates; and venous thromboembolism – will be initially featured on the digital dashboard. Participating hospitals will verify their use of evidence-based practices – such as those aimed at preventing post-partum hemorrhage or early recognition and treatment of sepsis - that have been shown to improve patient outcomes. The implementation will then be reported on the digital dashboard.

“Implementing evidence-based practices to eliminate preventable patient harm and publicly disclosing the results is the best way we know for hospitals to eliminate preventable deaths,” stated Joe Kiani, founder of the Patient Safety Movement Foundation. “We applaud California hospitals for taking the bold steps necessary to no longer simply hope for ‘zero,’ but rather to plan for ‘zero’ and achieve the goal. (BUSINESS WIRE) -- The GSMA today unveiled its seventh annual ‘State of the Industry Report on Mobile Money’, offering a current snapshot of the mobile money landscape and highlighting the impact that greater financial inclusion has on lives, economies and innovation. The report provides the only comprehensive picture of mobile money around the globe. Today, with more than 690 million registered accounts in over 90 countries, mobile money has evolved into the leading payment platform for the digital economy in many emerging markets. The report shows that, in 2017, the mobile money industry processed transactions worth a billion dollars a day, generating direct revenues of over $2.4 billion.

“As the Sustainable Development Goals (SDGs) enter their third year, mobile technology is proving to be an essential tool for delivering these global goals with increased connectivity and innovative services enabling more inclusive communities,” said Mats Granryd, Director General, GSMA. “Mobile money remains a central part of this story, contributing to 13 of the 17 SDGs, enabling access to essential services like health and education, empowering women with employment opportunities and reducing poverty by offering life-enhancing financial services, often for the first time.”

New Trends

The report shows a number of new trends in mobile money in 2017, including the accelerated growth of bank-to-wallet interoperability, the growing adoption of smartphones, the proliferation of fintech companies, the digitisation of new sectors of the economy, and renewed efforts by companies and governments to reach the most vulnerable and underserved. Sub-Saharan Africa has long been the epicentre of mobile money and growth in this region shows no sign of slowing, but as the industry has matured, mobile money has also gained traction in other parts of the world. In 2017, for the first time, growth of the industry was led by regions other than Africa. With 47 per cent year-on-year growth, South Asia was the fastest-growing region in terms of registered accounts and now represents 34 per cent of registered accounts globally.

Mobile Money Reaching Scale

A steady increase in active customers, transactions and direct revenue are signs that mobile money is evolving into a sustainable industry and represents an important driver of economic growth in developing markets, particularly through formalising payments, increasing transparency and boosting GDP. With mobile money now available in over 90 countries, including three-quarters of low- and lower-middle-income countries, it has become the leading payment platform for a digital economy in many emerging markets.

The research further shows:

    Strong growth in customer registrations in 2017 led to the addition of over 136 million new registered accounts, bringing the global total to 690 million mobile money accounts, a 25 per cent increase from 2016;
    A growing number of mobile money services are seeing the proportion of their customer base regularly using their service increase to over 50 per cent, especially where providers have a strong distribution network, enabling regulation and rely more on an account-based business model;
    More funds are entering and leaving the mobile money ecosystem in digital form; bulk disbursements, bill payments and bank-to-wallet transactions have been the main drivers. In 2017, nearly 25 per cent of incoming funds were digital, compared to nearly 12 per cent in 2012; and
    Many successful providers are decreasing the net cost of the agent network – the cost of managing an agent network can account for more than half of total revenues, so this trend can significantly affect investment incentives.

Future Considerations

As a burgeoning fintech community positions itself as the gateway of choice for new digital services, a number of traditional tools will remain relevant. The persistence of the cash economy in emerging markets means that complex distribution networks will continue to be crucial for digital services to interface with physical lives. In a business that relies deeply on trust, the role of longstanding brands and the understanding of local context will also remain integral to reaching people outside of the formal system. The policy and regulatory environment will play a determinant role in establishing incentives and setting national ambitions. As regulators confront questions around data protection, business models, and more, the policy end game of greater inclusion must remain at the fore. Providers able to effectively inform and support this process will be more likely to thrive.

Granryd added, “In an increasingly turbulent world, mobile money is also providing a lifeline, with digital humanitarian cash transfers and affordable international remittances giving refugees safe and convenient ways to meet pressing needs. We are also continuing to focus on narrowing the gender gap in access to financial services through programmes such as the Connected Women Commitment initiative.”
