During a Meeting with a Delegation from Psychiatry Department at Rashid Hospital

The
Juveniles Care Center at Abu Dhabi Police indicated that providing
juveniles with specialized care and rehabilitation is a shared
responsibility for families and the Center.
Brigadier Ahmed
Mohammed Nehkairah Al Mahrami, Head of Human Rights Department at the
Ministry of Interior and Chairman of the Juvenile Care Center's Steering
Committee, said: “Juveniles are not criminals but victims of their
families or certain situations. Therefore, the Center is not considered a
punitive authority but a department that works on reformulating
juveniles, and qualifying them according to specialized and training
programs that make them more responsible to respect themselves and
others. These programs also contribute to assisting juveniles in
learning, performing their assignments on scientific basis that make
them more interested in studying and learning, in addition to
psychological health, cultural and sports programs.”
Brigadier Al
Mahrami had recently met a delegation from Psychiatry Department at
Rashid Hospital which was headed by Dr. Adil Karrani, Consultant
Psychiatrist at Rashid Hospital and President of Emirates Psychiatric
Society.
This step comes in response to the Center staff members’
field visit to the Psychiatry Department at Rashid Hospital, with the
aim to enhance and strengthen the foundations of cooperation, and
exchange of expertise and knowledge between both parties; as well as to
identify the level of services provided by the Center for juvenile
inmates at both psychological and social levels.
During the
meeting, the attendees organized a panel discussion that included
several queries asked by the visiting delegation to the Juveniles Care
Center and its employees, in order to review the work mechanisms in
terms of quality and quantity to be later compared with international
standards. This aims to make the Center’s employees benefit from the
cumulative experiences of the Psychiatry Department at Rashid Hospital.
For
his part, Dr. Adil Karrani indicated that studying a juvenile’s case
and evaluating it individually is necessary to determine his health and
social condition, set the remedial plans, and determine the kind of
psychological and behavioral treatment that he needs. This is done
through regular individual or collective meetings. He pointed out that
the psychological health has become an essential part of the
individual’s general health, confirming the need to change some
designations that might negatively affect the juvenile while diagnosing
his psychological and health condition. He also confirmed that it is so
important to change the juvenile’s convictions and this is considered
among the first steps of therapeutic programs.
Moreover, Dr.
Karrani drew the attention of the Center’s employees to review the
latest experiences and expertise attained by some developed countries in
the field of psychiatry, and to make use of some studies and researches
involved in this area especially in European countries, and align them
to the UAE’s standards from both the familial and religious sides.
Furthermore,
the members of the visiting delegation tackled the importance of
cooperation between the family and the Center, as well as post-release
care, the need to review the juveniles’ conditions, and to follow up
with them upon being released from the Center in order to make sure of
their integration with their family and society. The delegation also
inquired about how the rehabilitation and vocational training centers
deal with juveniles and whether they accept all the cases received from
the Center.
At the end of the visit, the delegation made a field
visit to the classrooms and juveniles’ residence; where they expressed
their admiration for the high level of services provided to juvenile
inmates. The services reflect the government’s interest in providing
care to all categories without restrictions, conditions or
discrimination. The delegation also had lunch with juveniles in a
friendly and loving family atmosphere.
