UK Cabinet Office Awards ADP an International Accreditation

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, was recently handed over at his office, the P3M3 International Accreditation awarded to Abu Dhabi Police by the UK Cabinet Office’s Association for Project Management. This accreditation recognizes the Abu Dhabi Police’s unique new achievement, as the first police institution in the Middle East to obtain this leading international certificate.

H.E Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of Deputy Prime Minister and Minister of Interior and Major General Khalil Dawood Badran, Director General of Finance and Services at Abu Dhabi Police dedicated this accreditation to His Highness and handed him the certificate.

His Highness lauded the efforts of the joint work team formed in collaboration with the Engineering Project Management Department; the Directorate General of Finance and Services at Abu Dhabi Police GHQ; and the Project Management Office at the Strategy and Performance Development Directorate, the General Secretariat of the Office of the Deputy Prime Minister and Minister of Interior.

Sheikh Saif bin Zayed Al Nahyan congratulated the team for acquiring the Maturity Assessment model for institutions in the field of Project Management Level 3. He called on them to pursue further excellence, and to exert more efforts to develop police work in all fields.

For his part, Major General Khalil Dawood Badran gave His Highness an overview of the achievement; stressing that it was achieved as a result of mutual collaboration and coordination between the various entities. Furthermore, Badran indicated that the accreditation, as per expert assessment, encourages the Abu Dhabi Police GHQ to seek new achievements in the quality and excellence race taking place in the region.

The Director General of Finance and Services at Abu Dhabi Police explained that a unified work team was formed between the Directorate General of Finance and Services and the Project Management Office, to meet the requirements and standards of the International P3M3 Accreditation.  Continuous meetings were held periodically, reports were issued and training workshops were organized for this end. Moreover, project managers underwent internationally accredited specialized courses in project management.

He added that an integrated plan was set up so as to develop the project management mechanism according to international standards throughout one full year. Officers underwent training courses as per international-best advanced standards, to achieve the required improvement. “The UK Association examined the procedures and the extent of development achieved by the Project Management Office, and the Certificate was awarded accordingly, after assessing a number of projects in terms of engineering, as per the best international standards applied in this field,” he concluded.

 For his part, Colonel Dr. Engineer Saif Hamdan Al Kaabi, Director of Engineering Project Department, the Directorate General of Finance and Services at Abu Dhabi Police, emphasized that this new achievement was made possible by the firm belief of the work team in the importance of achieving record standards in the level of development work, witnessed by Abu Dhabi Police GHQ in the various fields. He also pointed out that the Engineering Projects Department plays an active role to provide buildings for the various departments at Abu Dhabi Police GHQ, in line with the construction boom in the Emirate. The Department was tasked with implementing important projects, namely; building numerous new police stations, civil defense centers; police training centers; and various administrative buildings, in order to provide a suitable work environment in keeping with the roles assigned to leadership and to achieve its mission.

He added that the Department has pursued well-advised mechanisms to implement the police leadership’s projects, according to similar international-best practices in this area, and by abiding with the strategic plans adopted. He noted: “The police leadership’s support, combined with the Directorate General of Finance and Services’ support, have had a significant impact on encouraging national cadres to pursue excellence and continuous improvement, to achieve the lead in the field of construction, or at least, keep pace with the development and construction boom”.

 For his part, Colonel Faisal Al Shu'aybi, Director of the Strategy and Performance Development at Abu Dhabi Police, explained that this achievement is a significant international standards in project management; and obtaining this certificate indicates the good conformity between the applied methodologies and procedures, used in accordance with international-best practices.

He highlighted the importance of these standards and specifications to ensure quality of work. “The Ministry of Interior and Abu Dhabi Police’s leadership has endeavored to pursue a policy of excellence in all its services and administrative processes. In this end, international specifications and standards have become an important tool for institutional development and for all services provided to the Emirati community,” he concluded.

Commenting on the achievement, Lt. Colonel Hamad Al Nuaimi, Director of the Project Management Office at the Strategy and Performance Development Directorate, shed light on the important initiative to provide support and advice to project managers by establishing the Project Management Office; along with the strategic initiatives undertaken by the Ministry of Interior and the police leadership, to acquaint personnel with the latest international practices in this field.

He underscored the Ministry of Interior’s keenness to comply with the Federal Government’s strategy, in keeping with the Higher Leadership’s directives, by resorting to modern advanced methods, to achieve further development in policing and security work. “This would enhance the efforts exerted to achieve the coveted aspirations, as per the most developed international standards,” he added.

Concluding, Al Nuaimi noted that projects and strategic initiatives are managed in accordance with the latest methods and standards. This reflects positively on the modern projects management at the Abu Dhabi Police GHQ; unify resources, skills and techniques with advanced methodological approaches; and enhance police work to the best levels.

Attending the meeting at His highness’ office, were Brigadier Ali Khalfan Al Dhaheri, Director General of Headquarters Affairs at Abu Dhabi Police; Brigadier Salim Ali Al Shamsi, Deputy Director General of Finance and Services; Colonel Faisal Al Shu'aybi, Director of Strategy and Performance Development; and Colonel Engineer Dr. Saif Hamdan Al Kaabi, Director of Engineering Project Department at ADP. Also present were Colonel Saud Al Saadi, Director of the Secretariat of His Highness, the Minister of Interior; Lt. Col. Hamad Abdul Rahman Al Nuaimi, Director of the Project Management Office, the Strategy and Performance Development Directorate, the General Secretariat of the Office of the Deputy Prime Minister and Minister of Interior; and Major Saeed Mohammad Alham Al Dhaheri, Head of Project Management Section, Strategy and Performance Development Directorate at Abu Dhabi Police.

P3M3 International Accreditation

The P3M3 International Accreditation Level 3, awarded to Abu Dhabi Police by the Association for Project Management, is a model released in 2006 by the UK Cabinet Office, and aims to assess maturity of institutions in Portfolio Management; Program Management; and Project Management.

Acquiring the P3M3 Accreditation aims to assess the maturity of the project management process at Abu Dhabi Police GHQ, pursuant to specialized international scientific standards in project management, to improve the follow-up and project management process.

The assessment for the accreditation model covers the following: Management Control; Benefits Management; Financial Management; Stakeholder Engagement; Risk Management; Organizational Governance; and Resource Management.
