Honoring Winners of 2nd Edition of Minister of Interior’s Excellence Award

Lt. In his speech following the celebration held to honor winners of the Minister of Interior’s Excellence Award in its second edition, on Wednesday afternoon, at the Police Officers’ Club, Abu Dhabi, His Highness said: “Excellence has become an essential requirement in the modern world to achieve a more secure, and safer and more prosperous life. The UAE has been blessed with wise higher leaderships that always seek to achieve uniqueness and avoid copying and imitation. Moreover, our leadership spares no effort to improve service-oriented government performance across our country.”
Sheikh Saif added: “I reflect on the words of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai. He said that the UAE ambitions are bigger than what has been achieved to date, and that our national human resources have proven their skills and capabilities; as we are witnessing today.” Lt. General HH Sheikh Saif bin Zayed Al Nahyan expressed his sincere pride for the achievements, and gave orders to promote the winners, which included non-commissioned officers and police personnel ; calling on them to seek further achievements and success, especially in the upcoming editions of the Sheikh Khalifa Government Excellence Award Program.
Sheikh Saif indicated that the federal government has been racing against time to match other countries’ achievements throughout hundreds of years of development, in a matter of few years. “For this end, all individuals in the public sector are required to exert their best efforts to meet this stage’s requirements", he continued. We need to work hard, excel and be creative, as we turn into a (smart government), providing its services to people wherever they are,” sheikh Saif further said.
Concluding, Sheikh Saif extended his congratulations to the winners, urging them to exert further efforts to reach highest levels of excellence, in a manner that befit the country’s good reputation and the ambitions of its people.
Then Sheikh Saif handed over the awards to the winners representing the various GHQs and general directorates, distinguished teams, distinguished creative personnel, winners of the Minister of Interior’s Excellence Award; as well as partners, customers and a number of community members who helped achieve the Ministry of Interior’s goals.
The Abu Dhabi Police GHQ won the following awards: Partnership Management; Optimal Use of e-Services; Government Communication; Creativity Management; Green Applications; the Technical Team “The Distinguished Technician;” and the Crisis and Disaster Management. It also earned the Customer Services award, granted to the Khalifa Police Station at the Peripheral Areas Department. . The Bani Yas Police Station at the ADP Peripheral Areas Department received the Distinguished Comprehensive Police Station Award, while the ADP Traffic and Patrols Directorate was granted the Traffic Safety Award. Moreover, the Abu Dhabi Airport Police Section received the Ports Security Award.
For its part, the Dubai Police GHQ received the following awards: Shared Social Responsibility; Information and Knowledge Management; Planning and Performance Management; Health, Safety and Environment; and the Best Experience in Inmate Rehabilitation and Reformation. The Distinguished Service Development Team Award and the Distinguished Internal Performance Improvement Team Award were granted to the Directorate General of Total Quality; the Distinguished External Joint Team Award was presented to the Anti-Drugs Directorate General.
The Dubai Police GHQ and the Abu Dhabi Police GHQ shared the Crime Scene Award.
The Sharjah Police GHQ received the following awards: the Best Security Zone Award and the Victims’ Care Award; while the Ajman Police GHQ received the Distinguished Leadership Award and the Human Resources Satisfaction Award.
In the officers’ Career Excellence Award, Colonel Dr. Gaith Ghanem Al Suwaidi from the Dubai Police GHQ won first place in the supervision category; while Captain Rashed Shutait Al Shamesi from Abu Dhabi Police GHQ ranked first in the tactical and technical category.
Major Dr. Abdurrahman Sharaf Mohammed from the Dubai Police GHQ won the specialized category award; Captain Tareq Ahmed Al Sharhan Al Nuaimi from the Ras Al Khaimah Police GHQ won the field category award, and Major Dr. Jassim Mohammed Hassan from Dubai Police GHQ won the administrative category award.
In the non-commissioned officers and personnel Career Excellence category, first place winners were as follows: in the tactical and technical category, First Policeman Mohammed Nassir Saleh from Dubai Police GHQ; in the specialized category, First Sergeant Saif Ahmed Mohammed from the Dubai Police GHQ; in the field category, First Warrant Officer Mohammed Hassan Al Naqbi from the office of the Assistant Undersecretary of the Ministry of Interior for Naturalization, Residency and Ports Affairs; and in the administrative category First Policeman Ibrahim Bu Hindi Al Hammadi from the Abu Dhabi Police GHQ.
In the Career Excellence category for civilian staff: technician Bassem Farajullah Khalil from the Abu Dhabi Police GHQ won the technical engineering category; the senior expert Sheikha Hassan Sanqour from the Dubai Police GHQ won the specialized category award; the medical qualified staff Anas Nasr Mahmoud from the Abu Dhabi Police GHQ won the field category award; and Noura Jassim Al Hosani won the administrative category award.
In the new employees’ category, the winner was Rawda bint Butti bin Bishr from the Dubai Police GHQ; and in the Ideal Mother category, First Sergeant Amina Mohammed AbdulRazak from the Ajman Police GHQ won the award.
In the creativity and innovation category, Major Badr Ali Abu Samra from the Dubai Police GHQ won the award for his idea on “Excellence Balanced Performance Scorecard”; Major Mohammed Butti bin Obaid from the Sharjah Police GHQ won the award for his idea on “e-Employment Through ID Card”; First Warrant Officer Ahmed Ali Al Hantoubi, Khalid Rashed Al Shamesi and Ahmed Abdullah Al Yammahi from the Fujairah Police won the award for their Smart Traffic Panel for persons with Special Needs; and First Policeman Hamed Mohammed Al Nuaimi from the Civil Defense GHQ for their “Firefighting Hose Roller” that facilitates the work of firefighters.
In the external awards category, Dubai World Centre won the Ideal Partner award; Fayruz Hussein won the community services award; and Abdulzaman Said Wali won the Ideal Driver award.
The ceremony was attended by Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior; Lt General Dhahi Khalfan Tamim Dubai's Police Commander; Major General Staff Dr. Obeid Al Hiri Salim Al Kutbi, Deputy Commander-in-chief of Abu Dhabi Police; Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of Deputy Prime Minister and Minister of Interior; and Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of the Interior for Resources and Support Services, along with police commanders, director generals in the Ministry of Interior, and a number of high ranked officers. Dr. Ali Al Khouri, Chairman of Emirates Identity Authority was also present at the event.
The ceremony began with the national Anthem followed by a recitation of verses from the Holy Quran. The Emirati creative artist, Shaima Al Mughairy presented a sand drawing show which was highly acclaimed by the audience. A video was also shown on the Minister of Interior’s Excellence Award, which aims to achieve the visions and strategies of the Ministry.
Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior stressed that the awards aim to promote, support and achieve the strategic objectives. Moreover, he added that the Awards seek to develop the services provided by the Ministry; increase the levels of satisfaction of employees, clients, partners and community members; implement the best global practices; spread knowledge; as well as exchange the best practices between the various sectors and police GHQs.
He said that the Ministry of Interior has achieved significant steps in the strategic field, as one of the first ministries to implement the strategy; it also enhanced awareness between all sectors in this field. Al Sha’far stressed that the Minister of Interior’s Excellence Award complements the Governmental Excellence Award, and aims to improve the level of services at all the Ministry of Interior’s sectors.
Concluding, Lt. General Saif Abdullah Al Sha’far added that the ministry is always seeking the best international experiences and expertise, in order to apply them as a model for the ministry’s methodology. He expressed his hope to see the police GHQs achieve honorable results during this Award’s edition. “This participation represents a motivation and an encouragement for all GHQs to achieve the highest levels of excellence,” he noted.
Motivation for Excellence
For his part, Lieutenant General Dhahi Khalfan Tamim, Commander in Chief of Dubai Police lauded the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai to the Nation’s sons, on the need to persevere and endeavor with diligence, dedication and positive energy to reach the coveted goals in the service of their country and community. Lt. General Tamim added: “This is a valuable advice from an experienced commander, well aware of the meaning of success; and the enlightened vision of a teacher who knows that positive energy is the secret of success, sought after by seekers of excellence.”
The Commander in Chief of Dubai Police commended the Ministry of Interior’s Excellence Award, which embodies the ministry's strategy, and the aspirations of Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior. It aims to motivate staff working in the public and private sectors to achieve excellence and innovation; promote positivity among community members; encourage them to abide by the laws and public safety requirements; as well as enhance cooperation between the police institution and the various segments and members of society.
Addressing the gathering, he added: “Today, we recognize the winners of the Minister of Interior’s Excellence Award. On this precious occasion, I urge you all to reflect carefully on the Award’s dimensions and objectives, to better understand its comprehensive role in advancing creativity across its three categories. This would contribute to a sustainable institutional performance development towards quality and excellence, permeate the positive effects of the resulting change and development throughout the ministry, and achieve institutional change.” Moreover, Lt. General Tamim underscored the Award’s prominent role to extend the bridges of external communication with other authorities and ministries, and build sustainable relationships with external entities to promote and facilitate inputs and outputs of the ministry’s efforts.
Lt. Quantum Leap
According to Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of Deputy Prime Minister and Minister of Interior, the Minister of Interior’s Excellence Award reflects the firm belief of Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, that security work is a shared responsibility for all. It is also a manifestation in keeping with the Ministry of Interior’s philosophy based on the need to achieve and maintain quality and excellence, as the main pillars of success. “Achieving security success is closely related to positive interaction and joint work between the various police GHQs and sectors,” he continued.
Major General Al Nuaimi indicated that the Award has achieved a quantum leap in the Ministry of Interior’s level of excellence. It has also created the proper environment for the ministry’s staff to apply for this leading Award, which receives significant attention and support from the police leadership. It empowers the Ministry of Interior’s employees to attain the highest levels of efficiency, creativity, and excellence, which ultimately reflects positively on improving the quality of services provided by the police institution to the public.
Al Nuaimi stressed that the Award is beneficial, not just to the Ministry of Interior; “It is also part of our methodology to spread the culture of quality and excellence in both the local and federal sectors, by implementing international-best practices, and keeping abreast with all new developments to improve the work system. This would contribute to provide distinguished services to community members; motivate staff in the public and private sectors to achieve excellence and innovation; and develop the sense of security and responsibility among all segments of the society,” he concluded.
Distinguished Participations
In the same vein, Major General Dr. Abdul Quddus Abdul Razzaq Al Obaidly, Director General, Directorate General of Total Quality in Dubai Police, and general supervisor of the Minister of Interior’s excellence Award underscored the significant attention dedicated by the Ministry of Interior to the Award year after year. He pointed out that this year’s edition of the award witnessed nominations in all categories, including the optional awards; “This reflects the keenness of the Ministry of Interior’s staff and various departments to participate and benefit from the Award’s standards that meet the requirements of continuous and comprehensive development of units and staff,” he noted.
Al Obaidly noted that the Minister of Interior’s Excellence Award’s second sedition encompassed a wide range of sub-categories, namely; the Distinguished Region; the Distinguished Department; the Distinguished Comprehensive Police Station; the Management Excellence Awards; and the Career Excellence Awards. He added that the Award included a total of 47 categories, comprising special awards for the public, such as the Ideal Partner Award, and the Ideal Driver Award. Moreover, a new category was established this year, the Ideal Mother Award, as a tribute to mothers working at the Ministry of Interior (police women and civilians).
He added that the internal and external assessment teams comprised highly qualified professional assessors to identify participations worthy of winning. Assessment teams evaluated all application forms, according to the Award’s general terms last May. They interviewed the candidates, and reviewed firsthand the applicants for the Distinguished Region, Distinguished Department and Distinguished Comprehensive Police Station; and candidates for the Green Applications, among others.

Commenting on the occasion, Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General, the General Secretariat of the Office of the Deputy Prime Minister and Minister of Interior, indicated that Minister of Interior’s Excellence Award complement the distinguished achievements that the ministry continues to make. It comes in line with the vision of excellence sought by the higher leadership to raise performance standards and government development.
He said: “Our higher leadership has achieved excellence, in keeping with a strategy to promote the highest levels of efficiency and high-quality performance as per the standards of excellence; which were applied remarkably.”
Al Dhaheri added: “The Ministry of Interior has set out to be a prominent entity in the world with respect to leadership and performance. For this end, His Highness has established the foundation for the strategic planning process, and called for its constant modernization, in keeping with the progress and development in the UAE. The various Government Excellence Awards obtained by the Ministry of Interior are the best proof of these successes”. Major General Staff Dr. Obeid Al Hiri Salim Al Kutbi, deputy commander-in-chief of Abu Dhabi Police pointed out that the ceremony is not merely intended to honor the winners of this edition of H.H the Deputy Prime Minister and Minister of Interior’s Award. It represents a motivation for those who could not be winners this time or those who still have yet to participate. Furthermore, it provides them with an overview of the selection criteria of the competitive areas, and acquaints them firsthand with the nature of this unique award.
He lauded the diversity in the Minister of Interior’s Excellence Award categories, which reflects the sophisticated thinking behind the Award. Concluding, he expressed his pride with the national cadre supervising and preparing for the Award; as well as the distinguished competencies of citizens and residents of the UAE.
Motivation
For his part, Major General Khalifa Hareb Al Khaili, Assistant Undersecretary of the Ministry of the Interior for Resources and Support Services stated that the Award embodies the ministry’s vision in the area of security, as per its strategic plan. In his address on the occasion, Major General Humaid Al Hadidi, Commander in Chief of Sharjah Police, said that the Minister of Interior’s Excellence Award represents an important and vital tool to support the various police agencies and enable them to enhance and improve services provided to customers by the various Ministry of Interior’s sectors.
He added: “This Award would not have achieved this remarkable success, were it not for the continued support and attention provided by HH the Deputy Prime Minister. In the same context, Brigadier General Ali Abdullah Alwan, Commander in Chief of Ajman Police, indicated that the Ministry of Interior provides a motivating environment to achieve distinguished performance, as per the best advanced international standards. He highlighted the positive impact of the Award, on providing all the ministry’s employees with the opportunity to participate. Moreover, he noted that the distinguished award-winning experiences will achieve major development leaps within the innovative police work environment.

The Award seen by the winners
Winners of the Minister of Interior’s Excellence Award expressed their delight to receive this Award, which motivates them to exert further efforts to maintain the high level of excellence that entitled them to achieve the most prominent award at the level of the ministry.
In this vein, Lt. Colonel Rashid Salem Al Salman, Head of the Sharjah Police GHQ team, first place winner in the Minister of Interior’s Excellence Award for Victims’ Care, emphasized that this category reflects the keenness of the United Arab Emirates to preserve human rights and humanitarian principles, as per the approach adopted by the Ministry of Interior. He added that the ministry never disregards the humanitarian side while exercising its security tasks.
He indicated that his team won the award in recognition of the Dar Al Aman project, a nursery for children of female inmates in the Punitive Reformatory Establishments. This project aims to support the humanitarian, psychological and social status of the child who was born in detention, pointing out that it provides care and psychological support for the nursery’s children for two years, before transferring them to another institution befitting the children's age.
For his part, deputy director of the Abu Dhabi International Airport Police team, Major Walid Salam Al Breiki, first place winner in the Minister of Interior’s Excellence Award for Ports and Airports Security, indicated that the award motivates employees and promotes the spirit of creativity and innovation. It also encourages citizens to adopt ideas and proposals to develop work, and contributes to spread the culture of quality and excellence.
Expressing his team’s pride to receive this Award, Al Breiki noted that it is the result of round- the- clock diligent work and strenuous efforts. Moreover, he lauded the support received by the team from Brigadier Dr. Saif Bou Dhfeera Al Ameri, Director General of Security and Ports Affairs, and from Colonel Khamis Musbbah Al Marar, head of the team and other entities.
First place winner of the Minister of Interior’s Excellence Award for Career Excellence, was Engineer Bassem Jamil Faraullah, who obtained the Award as the Distinguished Civil Servant in the field of technical engineering from the Civil Protection and Safety at the Abu Dhabi Police Civil Defense. Farajullah expressed his extreme happiness, stating that this precious award made him more aware of the responsibility entrusted to him. Commenting on the innovation, which qualified him for the award, Farajullah indicated that he patented a new fire extinguisher, in addition to providing several creative ideas with his team mates. Concluding, he stressed that the support and understanding of his department are to be credited for this success.
Distinguished Family
For her part, the Ideal Mother Award winner, Sergeant Amina Abdul Razzaq Mohammed, from the Ajman Police GHQ expressed her delight to obtain this prestigious Award. She lauded His Highness’s praise, pointing out that it’s a generous gesture which proves his eligibility for the Arab Family Organization Award. Moreover, she noted that this award encourage mothers to further care for their children.
Sergeant Abdul Razzaq dedicated the award to all those who helped her achieve excellence, her husband and five top achieving children in particular. Concluding, she noted that aside from being a mother, and that her husband has special needs, she is an employee at Ajman Police and a university student at the same time.
A humanitarian gesture
While handing over the awards to winners of the Minister of Interior’s Excellence Award, Lt.
