Police
commanders and team leaders, winners of the Mohammed bin Rashid
Government Excellence Awards, dedicated their prestigious achievement to
the nation’s leadership and the various segments and categories of
society. They reiterated their unstinting determination to keep forging
ahead in the epic modernization and development process taking place in
the country; praising the award’s motivating role in establishing the
values of teamwork and dedication for the service of the country and its
people.
HE Lt. General Dhahi Khalfan Tamim, Deputy Chairman of
the Dubai Police and General Security, stated that the Distinguished
Federal Authority award - Ministries with more than 900 employees -
achieved by the Ministry of Interior under the wise leadership of Lt.
General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and
Minister of Interior and the Distinguished Federal Authority in
Leadership award obtained by the Leadership Team at the ministry,
complement the countless outstanding achievements constantly achieved by
the ministry. “These achievements are based on the vision of
excellence, in pursuance of the higher leadership’s instructions to
upgrade the standards of performance and governmental development,” he
said; noting that the country's leadership has succeeded in making the
UAE government one of the best governments the world, and UAE’s
residents among the world’s happiest people.
Lt. General Tamim
congratulated Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy
Prime Minister and Minister of Interior, on the ministry’s prestigious
feat, which was attained thanks to His Highness’s keenness and tireless
efforts to instill the culture of quality among the ministry’s
employees. This approach aims to achieve the MoI’s strategic objectives,
namely; to develop services; increase customer satisfaction; qualify
police leaders to participate in federal and local awards; implement the
best local and global practices in the field of organizational and
career excellence; spread knowledge and exchange best practices among
leaders and police departments across the country.
Distinguished Federal Authority in Human Resources Award
Major
General Khalifa Hareb Al Khaili, Assistant Undersecretary of the
Ministry of the Interior for Resources and Support Services and head of
the winning team in the Distinguished Federal Authority in Human
Resources category, indicated that the Ministry of Interior’s
achievement by attaining a prestigious leading position in the Mohammed
bin Rashid Government Excellence Awards is the culmination of the
dedicated efforts exerted by the MoI’s employees, who work together as
one team to develop performance and potentials, with a view to ensure
that innovation and creativity become a feature of police work.
Adding
further, Major General Al Khaili said: “This efficient and continuous
participation year after year prompts us to double the efforts for the
upcoming period and involves an increased responsibility, as we face
great challenges. Chief among these challenges, striving to maintain the
gains already achieved, to make additional achievements in quality and
quantity, and to forge ahead rapidly, based on standards of quality and
excellence to implement more leading plans, programs and projects.”
Major
General Al Khaili also stated: “By participating in the Mohammed bin
Rashid Government Excellence Award, we sought to update existing
procedures and make use of scientific methods to measure performance and
improve human resources. The award was instrumental as it contributed
in enhancing performance of the ministry’s employees, in their quest to
achieve excellence and quality in an environment that encourages fair
competition, whether in the ministry or with other government

Distinguished Federal Entity in Green Applications Award
Major
General Khalil Dawood Badran, Director General of Finance and Services
at Abu Dhabi Police, Chairman of the Green Applications Higher Committee
at the Ministry of Interior and head of the winning team in the
Distinguished Federal Entity in Green Applications category said that
the MoI has made outstanding achievements in all areas related to the
environment, thanks to the directives and support of Lt. General HH
Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of
Interior. This has enabled the ministry to achieve prestigious results
in the Mohammed bin Rashid Government Excellence Awards. Major General
Badran also stressed the MoI’s commitment to preserving the environment
as a key goal to ensure the sustainability of these resources for the
coming generations and to protect national gains. He also explained that
the MoI has adopted a set of mechanisms and policies related to
rationalizing the consumption of water, electricity, fuel, paper and
other resources.
Additionally, Major General Badran explained:
“The Ministry of Interior has made significant efforts to protect the
environment since 2009 when it adopted the Environmental Charter, which
reflects its unwavering commitment to preserving the natural environment
and providing healthy indoor work environment for the MoI’s staff and
customers.” He continued: “The ministry prepared a set of regulations
that aim to follow up on these efforts on a quarterly basis since 2010.
In line with its efforts to adopt an environmental policy, the MoI also
adopted an environmental strategy and green applications in order to
implement the strategic plan’s methods.”
Major General Badran
reiterated the MoI’s commitment to motivating and encouraging its
leaders and sectors to adopt the best environmentally-conscious
solutions and green applications to maintain a ‘nurturing and
sustainable environment that improves quality of life in the UAE, in
line with the UAE Vision 2021’. “The ministry is also adopting new green
policies and practices to improve environmental performance and reduce
resources’ depletion resulting from its work-related practices.
Additionally, it has been encouraging positive practices that improve
the overall environmental performance in the country and achieve the
UAE’s National Green Growth Strategy goals,” he continued.
Distinguished Internal Performance Improvement Team Award
Colonel
Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance
Development Director General at the General Secretariat of the Office of
H.H Deputy Prime Minister and Minister of Interior, and head of the
work team that obtained the Distinguished Internal Performance
Improvement Team award, said: “The award is the culmination of the
efforts we have exerted tirelessly and it encourages us to seek
additional local, regional and international achievements. The MoI has
endeavored to develop and improve the quality of its services as per
international standards of excellence. These excellent results reflect
the generous attention of the higher leadership and its unwavering
support to help the police bodies develop and manage the MoI’s
performance according to international best standards and practices.”

The Distinguished Federal Entity in Electronic Excellence Award
Colonel
Anwar Al Mulla, Head of ICT Department at Abu Dhabi Police, received
the MoI’s Award for the Distinguished Federal Entity in Electronic
Excellence category. He said: “This award recognizes the distinguished
technological services that we provide to our internal and external
customers, and the optimal use of ICTs to promote crime prevention.
Winning this award encourages us to take on bigger challenges to remain
in the leading position and to exert further distinguished efforts to
attain more prestigious positions as per the higher leadership’s vision
and ensure the full implementation of smart services,” Colonel Al Mulla
added.
Colonel Al Mulla expressed the team pride with this
achievement, stressing that it was made possible thanks to the
unwavering support of the police leadership, which spares no effort to
provide the suitable environment to encourage creativity and innovation,
and to support ambitious projects and proposals that serve the nation,
its citizens and residents.

Distinguished Services Development Team Award
Colonel
Barakat Al Kendi, Chief of the Systems Development Section at the
Ministry of Interior and member of the team that obtained the
Distinguished Services Development Team Award for the Federal Traffic
System and Licensing Project said: “Winning the award was achieved
thanks to concerted efforts of the work team that contributed to this
prestigious achievement.” He also praised the police leadership’s
support for the team and explained that the winning project aims to
unify traffic systems at the countrywide level and provide e-services
either through the website or the mobile phones. He added that the
system has achieved a quantum leap with respect to vehicles and
drivers-related data. “Winning the award is a motivation that encourages
the work team to achieve further excellence in providing best services
to the public,” he said.
Distinguished Federal Entity in Government Communication Award
Lieutenant
Colonel Saeed Hussein Al Khajah, Deputy Director of Tactical Affairs
and Security Media Department, at the General Secretariat of the Office
of H.H Deputy Prime Minister & Minister of Interior and head of the
winning team in the “Distinguished Federal Entity in Government
Communication” category said that the Ministry has endeavored to build
bridges of communication both internally and externally. To this end, it
leveraged various methods of direct communication with the public, and
was keen to identify and update data and information in a manner that
supports decision makers at the ministry and ensures a media message
supported by facts that is in line with the transparency and disclosure
policy adopted by the ministry. “The various media campaigns organized
by the ministry have helped boost the efforts exerted to raise security
awareness of community members through the proper channels, and to
enhance understanding and interaction between the Ministry of Interior
and members of the public internally and externally, to guarantee that
its messages are getting through properly to the target public,” noted
Lt. Colonel Al Khajah.
He added that the “Government
Communication” entity at the Ministry of Interior plays an increasingly
significant role in establishing and expanding valuable partnerships
with partners and customers via a wide internal and external network of
relations with ministries, federal entities, local departments,
non-profit organizations, media institutions and private sector
institutions. The “Government Communication” entity has also strived in
recent years to sign a number of agreements and MoUs with media
institutions to enhance efforts and achieve the coveted goals.

Colonel Al Khajah emphasized the keenness of the ministry’s leaders to
efficiently participate in preparing the government communication plan
and ensure its implementation through a number of operating systems, in
addition to a periodic review of the plan to identify changes, carry out
modifications and updates necessary to move forward towards achieving
the designated goals and outcomes. “The Ministry also strived to
regularly conduct media studies to identify the preferences of the
target public and the most popular means of communication, with a view
to make use of the proper attractive channels to communicate with the
public, such as the advertising screens at airports, malls, cinemas,
public buses, and police cars. It also leveraged outdoor advertising
billboards in gas stations, TV and radio drama, along with the
interactive social media websites such as YouTube, Facebook and twitter,
as well as smart phones, which contributed to enhancing direct and
transparent communication between the ministry’s leaders and the
public,” added Lt. Colonel Al Khajah.
With respect to major media
projects, Lieutenant Colonel Al Khajah explained that the Ministry of
Interior has established media patrols equipped with advanced technology
and equipment, as well as highly qualified staff, working round the
clock on-site to provide live coverage from the incidents’ scene to the
operations room and police headquarters. They also provide professional
footage (photographs and videos). It also seeks to constantly develop
efficient communication mechanisms with the media, to ensure the
immediate and accurate delivery of information and press releases. This
approach has helped upgrade the ministry’s communication performance
indicators to record levels.
Distinguished Federal Entity in
Performance Management Award Major Dr. Ali Abdullah Bin Daen Al Ghafli,
Head of the Corporate Excellence Department at the General Secretariat
of the Office of H.H Deputy Prime Minister and Minister of Interior,
noted that teamwork was the key factor behind this achievement;
stressing that the team exerted extraordinary efforts. “The
‘Distinguished Federal Entity in Performance Management’ award obtained
by the Ministry of Interior embodies the commitment of the ministry and
its work teams to implement the best standards and sophisticated
scientific methodologies in its strategy, which personifies the higher
leadership’s vision, aimed at enhancing the security of the community
and enabling the government sector to achieve excellence in its systems,
performance and services,” pointed out Major Dr. Al Ghafli.
Furthermore, he indicated that the MoI has implemented an integrated
system to manage institutional performance through measurement methods
that focus on reviewing the overall results made by the Ministry,
examining the outcomes, identifying strengths and improvement
opportunities and proposing solutions to ensure better control of
performance and skills’ levels.
Major Dr. Al Ghafli continued:
“The MoI has developed the job performance appraisal system in order to
measure staff members’ ability to develop and progress. It also
established a benchmarking center to create several ways to enrich
learning processes.”

Ahmed Buharoon, Deputy General Manager of the Social Solidarity Fund of
the Ministry of Interior’s staff members and member of the
Distinguished Federal Entity in Creativity award-winning team, noted
that obtaining this award for the third consecutive year is an important
achievement that will contribute to promoting the concept of teamwork
across all state authorities and institutions. “We take pride in this
achievement, which conveniently positions us at the forefront of
government excellence and is highly beneficial to the development and
performance improvement process,” added Major Buharoon.
He also
noted that encouraging creativity at the Ministry of Interior will
